DCP Emefile is the Head of Training, Welfare and Training Institutions Development Unit of Nigeria Police Trust Fund (NPTF).

The Officer who hails from Igbanke, Orhiowon Local Government Area of Edo State obtained his Bachelor of Arts (B.A) in History from Lagos State University in 1991. He further went to the prestigious Police Academy in Kano where he passed out as an Assistant Superintendent of Police in 1996. He has served in various capacities in many State Police Commands and Formations in the country.

During his career in the Nigeria Police Force, he attended many Police strategic, Management and Security courses across the country and beyond.

He is a Member of the International Chiefs of Police (IACP) and a Fellow of the National Institute for Studies, Bwari, Abuja.

His hobbies include football, tennis, scrabble and reading.
